India Opens Doors to Foreign Law Firms — With Caution
India has taken a significant step toward globalizing its legal sector by allowing foreign law firms and lawyers to practice in a limited and regulated manner. The Bar Council of India (BCI) announced new rules that permit international legal practitioners to advise on foreign and international law within India, but with strict conditions to maintain control over the domestic legal system.
Under these guidelines, foreign lawyers will not be allowed to practice Indian law, appear before courts, or participate in litigation. Instead, they can set up offices in India and offer advisory services on areas such as cross-border transactions, mergers and acquisitions, international arbitration, and intellectual property rights related to foreign law.
The move has been under discussion for years, as India is one of the few major economies that had kept its legal market largely closed to international players. With the growing importance of global business, foreign direct investment, and multinational collaborations, the BCI has now taken a cautious but deliberate step toward liberalization.
However, the permission comes with tight compliance protocols:

The BCI has clarified that this is not a complete liberalization but rather a regulated entry, aiming to both open up opportunities and protect the interests of Indian legal professionals. Indian law firms will face competition but also stand to benefit by collaborating with global firms and improving legal service standards.
This cautious opening reflects a balance: encouraging globalization and foreign investment while preserving the integrity of the Indian legal profession and ensuring that foreign participation does not overshadow local talent.
