Can a parent with no income be granted custody?

Yes. Financial status is important, but not the only factor. A parent who has no income but can still provide emotional stability, safety, and support (possibly with help from family or through court-ordered maintenance) may still be granted custody. Courts can order the financially stronger parent to provide maintenance for the child.
