Can both husband and wife claim maintenance in divorce proceedings?

Yes. While it is more common for wives to claim maintenance, even a husband can claim it under the Hindu Marriage Act if he is financially dependent and cannot maintain himself. For instance, in the case of Kanchan v. Kamalendra (1992 Bom), the court held that if the husband is disabled or has no income and the wife is earning well, he can claim maintenance from her. So, the right is gender-neutral but depends on financial dependency.
