About The Organisation

South Eastern Coalfields Limited (SECL), a Miniratna Public Sector Enterprise and a subsidiary of Coal India Limited, is the largest coal-producing company in India, with its coal reserves predominantly located in Chhattisgarh and Madhya Pradesh. SECL operates 89 mines, including 35 in Madhya Pradesh and 54 in Chhattisgarh, and manages the Dankuni Coal Complex (DCC) in West Bengal on a lease basis from Coal India Limited. The company also oversees two subsidiaries, Chhattisgarh East Railway Ltd (CERL) and Chhattisgarh East-West Railway Ltd (CEWRL), both based in Raipur, Chhattisgarh, and operates the Gevra Open Cast Mine, the largest coal mine in Asia and the second-largest in the world, employing around 39,590 people.


Given the diverse and complex nature of its operations, SECL often encounters issues that require formal legal resolution. To address these, SECL seeks to enlist advocates and law firms to represent the company's interests before various courts and forums across India. The primary locations of interest include Chhattisgarh, Madhya Pradesh, and cities/districts such as Delhi, Kolkata, Nagpur, Chennai, Noida, Jaipur, Patna, Jammu, Bilaspur (HP), Hyderabad, Kanpur, Sonepat, Kalahandi, and Balia.


Eligibility

Law firms, partners or solicitors representing the firms, and advocates registered with the Bar Council of India or respective State Bar Councils are eligible for empanelment with SECL.


- For empanelment with the Supreme Court of India: Advocates must have a minimum of 10 years of court practice experience in the Supreme Court.

- For empanelment with High Courts in India, the Competition Appellate Tribunal, and other equivalent courts: Advocates must have at least 5 years of court practice experience in High Courts and equivalent courts.

- For empanelment with subordinate courts, tribunals, and other equivalent courts: Advocates must have a minimum of 5 years of court practice experience in subordinate courts, tribunals, and equivalent courts.


Advocates should possess expertise in various branches of law, particularly those related to mining, including coal mines, land acquisition, competition, constitutional, company, forest and environmental, labor, contract, commercial, property, taxation, the Motor Vehicles Act, and criminal laws.


Advocates with experience handling cases for Central Public Sector Enterprises (CPSEs) and government departments will be given due consideration.


Advocates will not be eligible for empanelment if:

- They have any disciplinary action pending against them.

- They have any criminal cases filed against them.

- They have been debarred or penalized by any Bar Council.

- They have committed any act unbecoming of an advocate as per the Advocates Act, 1961, which will also be grounds for dis-empanelment.


Last Date To Apply

 Filing of online applications for empanelment commences from 03.07.2024 (10:00 HRS) and closes on 17.07.2024 (24:00 HRS).


Schedule of Fee

The revised SOF 2021, or any subsequent amendments, applicable for Panel Advocates of SECL, will apply. Advocates empanelled for assignments outside the states of Madhya Pradesh and Chhattisgarh will be governed by the Schedule of Fees of Coal India Limited (CIL) or its subsidiaries, as applicable from time to time. No retainer fee will be paid to any panel advocate solely based on their empanelment.
